Rotherham Sustainable Urban Extension

The Challenge

Rotherham Sustainable Urban Extension is a major mixed use development proposal on 226 ha (558 acres) of agricultural land. It is in two ownerships – Rotherham Metropolitan Borough Council and Fitzwilliam Wentworth Estates. Cushman & Wakefield was appointed through a joint commission with the land owners to advise on bringing forward the land for development. There were a myriad of interlinked challenges faced by the clients including getting the site released from its Greenbelt designation, overcoming viability constraints presented by upfront infrastructure costs and market frailties and identifying suitable delivery mechanisms that met both land owners’ requirements.

The Results

Our advice helped to secure the release of the land from Greenbelt and confirm its status as a ‘strategic allocation’ in the Rotherham Local Plan for 2,475 homes and 11 hectares of employment land. Our viability work helped to establish a site specific CIL tariff that was substantially below the rates in the surrounding area to balance the effects of the higher on-site infrastructure requirements. Our delivery strategy has established a means of implementation that both land owners are now executing and we are retained to assist with this process.
