Suffolk Strategic Planning & Infrastructure Framework

The Challenge

Suffolk County Council, along with the 7 Local Authorities within the County are seeking to promote and enable the delivery of ambitious housing and jobs targets within the next 25 years.

The challenge is to create a Framework which has the capability to support comprehensive planning across the County, respond to the duty to cooperate and acting as an enabler to achieve these targets through channelling public sector infrastructure funding and capturing private sector investment.

The Solution

Cushman & Wakefield partnered with AECOM (ecology, economics, transport and utilities) to provide a comprehensive solution to the client’s needs.

Cushman & Wakefield’s role has been to create a robust property market evidence base from which different spatial scenarios (in terms of the location of housing and jobs) can be developed and tested. This evidence base included:

  • Economic & Viability evidence from Local Authorities
  • Housing market performance
  • Commercial market performance
  • Housing market absorption rates
Cushman & Wakefield agglomerated this information with our knowledge of the drivers of development viability in order to draw key conclusions and implications for potential future demand and the relative importance/ role of centres of employment and retail uses. Critically, this ties in with AECOM’s analysis of potential major infrastructure projects within the County.

The Results

In December 2016 3 spatial development scenarios were reached and illustrated/ tested with the client. These scenarios are based on a robust evidence base which illustrates how these scenarios relate to existing property market information/ trends and the rationale/ assumptions relating to the housing and job delivery trajectory.

In partnership with AECOM and with regular workshop sessions, Cushman & Wakefield has promoted spatial development scenarios which optimise not just property market performance/ deliverability but also reflect the possible in terms of ecology, economic trends, transport infrastructure and utility provision.

Cushman & Wakefield is now in the process of evaluating the deliverability and viability of these respective scenarios and identifying the market interventions required by the public sector to promote and encourage development across the County.
